It is proposed to make the expedition on the night of the 9th.instant, and on learning that Yeur Excellency agrees to the arrangements I will ask Commodore Anstruther to send one of his staff to arrange details vith Your Excellency of the co-operation of the Portuguese forces. the pirates to the neighbouring Fortuguese territory would be most useful.

I need hardly impress upon Your Excellency the necessity of the most absolute accrecy being maintained as to the preposed expedition. May I suggest that no information of it should reach the Chineas pelice. The success or the expedition depends upon the pirates being surprised, and I have not permitted any of the Chinese police of this Colony to gain the slightest inkling of the action it is proposed to take. I am informed that the man Pang Kai is himself leagued with the pirates and 1s net to be trusted.

I take this opportunity of thanking Your Excellency for the very valuable assistance radered byzue your Government and by yourself in bringing the perpetrators of the outrage at Cheung Chau te justice, and I am hoperul that if success attends the proposed expedition

a nest of pirates will be exterminated to the benefit

of peace and good order in your Colony, in the Colony of Hongkong, aid in the surrounding Chinese territory.

In coclusion I would suggest that, to avoid uiïïiculties of legal procedure, any pirates captured

in disputed waters or 1: disputed territory be handed

ever to the Chinese authorities to deal with.
